文摘:In the May issue of the Electric Railway, the article by Transit on Midland Metro noted that the ridership, now at 5 million passengers per year, was less than half what was expected. Why is that? What lessons can be drawn? From the 1960s and indeed from much earlier, the City of Birmingham had a reputation for enthusiasm for infrastructure projects. The inner ring road scheme completed in the 1970s was an example, although later derided as a concrete barrier to the expansion of the city centre, and in part dismantled. So it is not surprising that with the rapid transit boom, Birmingham wanted to be in on the act. The enormous difficulties of creating new rail corridors quickly became evident. The option of underground tunnelling was prohibitively expensive, and the costs of land acquisition, and the delays inherent in any compulsory purchase did not help.
